About Us

The Inter-Tribal Council of Louisiana Consortium (ITCLA) is a non-profit workforce development organization designed to more fully develop the academic and occupational needs of American Indian people living in Louisiana. ITCLA is a Workforce Innovation and Opportunity Act (WIOA) Section 166 grantee funded by the Division of Indian and Native American Programs (DINAP) and the Department of Labor. ITCLA is also grant funded through the Native American Career and Technical Education Program from the Department of Education. We share a vision of providing quality employment and training services to unemployed and low-income Native Americans, Alaska Natives and Native Hawaiians.

The ITCLA provides comprehensive employment and training activities in order to make individuals more competitive in the workforce; and promote economic and social development in accordance with the goals and values of our consortium member tribes. Our programs are administered in a way that not only meet regulatory requirements, but also in ways that are consistent with the traditional cultural values and beliefs of the people we serve. ITCLA consortium members include: the Coushatta Tribe of Louisiana, Chitimacha Tribe of Louisiana, Jena Band of Choctaw Indians, Tunica-Biloxi Tribe of Louisiana and the United Houma Nation Tribe of Louisiana.
